The Unsignalized Intersection Improvement Guide (UIIG) was developed under a contract with the National Cooperative Highway Research Program (NCHRP) of the National Academy of Sciences, Project 03-104; Mr. Ray Derr was the project engineer.

The Guide was prepared by VHB, with Dr. Hugh W. McGee as the principal investigator.  VHB staff who developed the technical content included Jonathan Soika, Rebecca Fiedler, Matthew Albee, Anne Holzem, and Kim Eccles.  VHB staff who developed the website and Toolkit materials included Eric Vierra, Gaetan Siry, Jason Nicholson, and Jorge Quinones. VHB was supported by Michael Cynecki and Yung Koprowski of Lee Engineering, LLC and consultants Anthony Giancola, Frank Spielberg, and Capt. Glenn Hansen.

Early in the project, VHB received valuable input from a Technical Advisory Group composed of the following practitioners:

Also, the following NCHRP project panel members provided substantial guidance and critique throughout the project:

Finally, the work of Charlie Zegeer and his staff at the University of North Carolina Highway Safety Research Center is acknowledged.  They developed online tools for practitioners to identify potential engineering, enforcement, and education treatments to improve pedestrian and bicycle safety and/or mobility based on user input.  Their Pedestrian Safety Guide and Countermeasure Selection System (PEDSAFE) and the Bicycle Countermeasure Selection System (BIKESAFE) served as models for the UIIG.
